Senior Policy Analyst, Higher Education Policy Institute
Darcie Harvey is a policy consultant for the College Futures Foundation and the Senior Policy Analyst with the Higher Education Policy Institute. She evaluates data and policies relating to higher education finance, student affordability, and student access to higher education in California, the United States and internationally. Since 2015, Ms. Harvey has served as an independent consultant for the College Futures Foundation analyzing trends in higher education finance in California and co-authoring a paper on equity gaps in educational attainment. From 2011 to 2015, Ms. Harvey analyzed international data and performed policy analysis on improving the higher education system in Kazakhstan. She prepared regional and state reports on higher education affordability in the Southern States, and assisted in writing a report on boosting educational performance in California. Ms. Harvey also served as a policy analyst with the National Center for Public Policy and Higher Education from 2007 to 2011 where she was the project coordinator for Measuring Up 2008 – a national report card on state higher education policy. Ms. Harvey received a Bachelor’s degree in both Political Science and Economics from Humboldt State University and a Master’s degree in International Affairs from Syracuse University.
