Executive Director, Institutional Research and Planning, Foothill-De Anza Community College District
Dr. David D. Ulate is the Executive Director of Institutional Research and Planning for the Foothill-De Anza Community College District. David joined the Foothill-De Anza team in January of 2015, coming from the San Mateo County Community College District where he previously served as a Research Analyst and Interim Dean of Institutional Research and Planning. Prior to that, he worked as a Policy Analyst for the Foundation for California Community Colleges and as a high school mathematics teacher. David holds a Ph.D. in Education Policy and a Bachelor of Arts in Spanish and Mathematics from the University of California, Davis, and a Masters in Educational Leadership from San José St. University. His doctoral research focused on investigating how concurrent enrollment serves as a pathway to increasing the rates at which underrepresented students access and achieve in college. A native to California’s Silicon Valley, David has worked in education for over 20 years.
